Bill,  I sailed out of the Carbillo area for about 12 years and as Steve Jones mentioned earlier, the wind venturi effect (squeezing the water hose) that ocurs as the wind comes over Point Fermin always provides 15-20 knots of consistent wind each day unless the Sana Ana winds are blowing.  This is Hurrican Gulch.  It always meant putting a wet head sail away.  The new Pier 400 at the POLA has significantly reduced the sailing area just south of the Angels Gate - the Los Angeles Light house.  This has pushed the race courses more to the east towards Long Beach in side the breakwater.  Check it out on Google Earth and also on www.sailflow.com to see the wind directions and speeds.
