[C36IA] fuel gauge

My fuel gauge quit 3 months ago and I am getting ready for a the Gulfport to Pensacoa race June 26.  
my 1983 Catalin36 #99  has the original fuel gauge in cabin above the nav station.  I notice the sending unit had both wires attached to the center post.  I thought one of the wires was supposed to go the attached to the tank?  can any body help?
