[C36IA] Xantrex inverter/charger

The boat I'm trying to buy has a Xantrex 81-1011-12(200) inverter/ 
charger -- one of the leads was taped off and not connected to breaker  
panel -- it appeared to be charging up the batteries but no apparent  
inverter function -- any experience with these units to suggest what  
to do ?  I hate to just plug it in to the open lead from the circuit  
breaker considering the electrical tape on it.  Present owner knows  
nothing about it.
