If that is the case, then I'd have to guess water is not circulating 
properly.    A pump not pumping, impeller not impelling, or a blockage.

No, I'm not just trying to state the obvious.   If you have eliminated 
the first two, you have to concentrate on the last.   Start from the 
intake and follow the flow from there.   Both through the closed water 
parts and the "fresh" water parts, though it sounds like the closed 
part.   Also don't ignore a possible air blockage.   Someone mentioned a 
stuck closed thermostat and that is also a definite possible blockage.
