Is there no bushing in there at all? - while I can see it working "kind
of" , I don't see how he couldn't snap the thing in - its not that big
of a deal.
The issue you have now is that the only thing keeping the upper and
lower parts of your gypsy together is the screw down for tightening or
loosening your windlass.
I wouldn't keep that situation long term - but who knows it might work
for 10 years

I had our windlass serviced last year with new pressure arm and
stripper. The technician could not get the new snap bushing on and told
me to not worry about it. The sleeve portion was completely worn off.
The parts came from Maxwell. The only thing I've noticed is that it
takes several rotations now to tighten or lossen the windlass.
